Well, as I've used it in the past, something that makes you wibble is something that evokes a response from you - usually surprise with a bit of titillation and/or sympathy or another emotional response. In the icon in question, it's the revelation of exactly how my favourite Harry Potter character (Snape, in case you were wondering! :P) was bullied at school and so it's 'aww, poor Snape' and wibbling on his behalf. If that makes any sense?
