According to my boss (retired librarian), what usually happens is a complete set will be ordered for each branch. In no time at all volumes go missing. A little more time passes, and a few more get damaged out, until each branch has incomplete sets. A real mess.
A Tad Williams book I really enjoyed was 'Tailchaser's Song'. I'd recommend it to anybody, unless they didn't like cats. *g*
