I can only assume that my brain has the ability to block out annoying characters once I stop watching something because I'd forgotten the sheer asswittedness that is Tony DiNozzo till you mentioned him! He's clearly the writer's self-insert and they obviously think he's funny while he's actually an obnoxious immature asshole whose behaviour wouldn't be tolerated for 5 minutes in a real law enforcement setting.
Where Angel is concerned, I agree that Boreanaz has all the charisma of a plank of wood but the sheer aggravation of his character is surely given a run for its money by Fred, goddess of all she surveys. Because the only thing more annoying than a character the writers have a hard-on for is a pairing they love despite all reason. All of which was not helped by Amy Acker having really scary collarbones that look like they could snap at any moment and cause deadly splinters to impale everyone around her.
